Well, here's what can be done:
-Burn it; but then the environmentalist people will get all pissy
-Engineer bacteria to neutralize it; takes a long time, and the envirnomentalists will still get all pissy.
-Vacuum up all the water and filter it for the ooil; alos takes a long time, requires a lot of boats and material, may suck up fish too, environmentalists get all pissy.

So, they'll do something, but this is going to wind up being a screw-over for that patch of ocean regardless.
