How hard is it to get a volunteer job at 16, there?

When you're not 16 you can't do anything. No SPCA, no Animal Shelter, babysitting is hard to get as a job unless you know the family well.

The only volunteer work I found for under 16, is the library and the one near me already has the position filled. >.>
