Because the people who want snow never get snow, so its a novelty. The people who have snow always get snow so there over the novelty and would like to actually leave the house without shovelling a tonne of the stuff.

Congrats. I failed my bio quiz. FAILED it. 4/20. But that may be because I got bored and didn't know any of the answers, so I wrote things like "blue" and "pineapple" and "insanity" in the blanks.......

Mr. Cannavan would get a kick out of that... He always has weird bonus essay questions anyway.
In one we had to finish a tounge-twister backwards. Except we didn't know what it was and had to figure it out. It was pretty cool. -
