Maybe. I can't wear two cute dresses cause I wore one to 8th grade prom and the other on picture day and I want to wear another but the neckline is too deep and I don't want to buy a new one and I just don't know!

Uh... wear one of the two cute dresses you can't wear, but pair them with an interesting necklace or jacket or something?
Also re. plungy-neckline: if you don't feel uncomfortable wearing it, go ahead and wear it.

Nobody has EVER given me a straight answer to this question: If you've 'already worn' a dress once, unless it doesn't fit or is damaged, WHY can't you wear it for something else?

I can wear them again but I've worn them to recently to school I have to wait awhile.

It doesn't look like it's been run over by a tractor? Check.
It doesn't suffocate you, or fall off of you? Check.
It sufficiently covers everything it needs to? Check.
I don't see any other requirements.
