And doing it with live people is scarier-machines are more...oh, I don't know. It's just that, while you're afraid, it's a different type of horror entirely. It's like the difference between knowing that your dog will get hit intentionally by a car or a man will carve your dog up with a knife.
Maybe because people value the lives of animals over that of most people, unless the animal is something unpleasant.
True, after all the machine is just doing what the person designed it for, while if it's a person then you know they're probably getting some satisfaction from your pain in causing it.
