District of Columbia means that it's not in a state. The Founding Fathers made it that way, DC being it's own "state" of sorts, so that it wouldn't favor one particular state's rights. :)

(So in a nutshell, no, it's not in a state).

That makes sense. Like we stuck Canberra in the ACT (Australian Capital Territory). Except that was less to avoid favouritism, and more to shut Sydney up about wanting to be the Capital.
