The latter.
Most leaders-including George Bush, Obama, or whoever it is you hate-had their good traits. Hitler, for example, united the German people with his charisma. True, he didn't have to be a prick about it, but he had an entire country tolerate Nazi rule. That takes good leadership.
As for the Bible thing, you could easily argue that it depends on the congressperson's religion.
I can respect the leadership skills of Hitler, and it's not like I'd write the paper with political bias. *shrugs* My teacher mentioned Mussolini, because he built his regime off of propoganda, and had a really weak governmental structure to back him up.
