They don't have the ability to. A Ning employee might be able to, but not your run-of-the-mill moderator.

I made another account using an email address one letter off from the one I first signed up with (I know stupid right) and if they tracked this by IP it would be easy for them to notice it...although I suppose I could argue it was a little bro or something...
